Howard C. Bluver heads People’s United Bank in New York. He is responsible for the strategic development of all commercial and business lines, retail banking, wealth management and insurance across the state. Prior to joining People’s United, Bluver was the President, Chief Executive Officer and a Director of Suffolk County National Bank and Suffolk Bancorp, a commercial bank and bank holding company, respectively, headquartered in Riverhead, New York. People’s United Financial Corp. completed the acquisitions of Suffolk County National Bank and Suffolk Bancorp on April 1, 2017. Over the course of his career, Mr. Bluver was the founder and President, from 2005 through 2011, of JDS Financial Group, LLC, a consulting firm, which served the regulatory, transactional, risk management, corporate governance, due diligence and operational needs of the commercial banking, thrift, mortgage and investment banking sectors. He has also served as Executive Vice President, General Counsel, and Chief Enterprise Risk Officer at GreenPoint Bank and GreenPoint Financial Corp., New York, New York, and Deputy Chief Counsel at the United States Office of Thrift Supervision in Washington, D.C. A member of the Board of Directors of the Bank of Georgetown in Washington, D.C., from 2005 until 2016, when the Bank of Georgetown was acquired, Bluver also served on the Audit Committee and Strategic Planning Committee of the Bank of Georgetown. His career began at the Securities and Exchange Commission in Washington, D.C., where he last held the position as Chief of the branch in the Division of Corporation Finance that covered financial institutions. Bluver is active in supporting numerous non-profit organizations that provide health and welfare services to many people throughout People's United's New York footprint. He holds a Bachelor’s degree in political science from the University of Albany, SUNY and a law degree from University at Buffalo School of Law.
